Dreyfus Consulting Group
Defense contractors and government-adjacent organizations engage Robert Dreyfus when they need someone who has been inside the system — not someone who has studied it. Thirty-six years across uniformed service, defense contracting, and senior government advisory provide a perspective most advisors cannot offer.
What I Do
Your proposal, test plan, or technical report reviewed by someone who has sat on both sides of the evaluation table. The difference between a submission that advances and one that doesn't is rarely technical merit — it is how clearly that merit is communicated.
Navigating Air Force acquisition culture requires more than knowledge of the process — it requires understanding how decisions actually get made inside the institution. I provide senior-level guidance on positioning, strategy, and stakeholder navigation for organizations seeking to expand their defense footprint.
Large-scale operational environments develop blind spots over time. Workforce constraints go unexamined, processes calcify around outdated demand assumptions, and performance gaps are managed rather than solved. I find what others have stopped questioning and build the case for what needs to change.
Who I Work With
My clients are senior leaders in organizations where the cost of a poorly positioned proposal, a misread acquisition environment, or an unexamined operational gap is measured in contracts lost, programs delayed, or missions not supported.
I work with a small number of clients at a time. That is intentional. The quality of counsel I provide depends on the depth of engagement — not the volume of it.
If your organization needs generalist consulting at scale, there are firms built for that. If you need a senior advisor who has operated inside the system you are trying to navigate, that is a different conversation.
Track Record
"In Afghanistan, I redirected the entire airborne electronic warfare mission for a 40-nation coalition — shifting from reactive disruption to proactive Command and Control interdiction. One decision added a dimension of combat capability that hadn't existed before."
NATO / ISAF Afghanistan Chief, Electronic Warfare Coordination Cell
"I identified 32% demand growth the workforce hadn't scaled to match. Built the analysis, presented it to the government, grew operations from 175 to 260 personnel across five locations. Result: 97.1% — the highest performance rating in the contract's 15-year history."
Arcata Associates — $1.7B Contract Operations & Maintenance Manager
"A team of five. Seven government proposals in two months — each $750K–$1M, each with a five-day turnaround. We won six of the seven. An 86% win rate under extreme time compression."

About
Principal Consultant · Dreyfus Consulting Group
Robert Dreyfus spent 36 years inside defense and military operations across three distinct roles — each providing a different relationship to the problems his clients face today.
As a uniformed officer for 23 years, he was responsible for the mission and accountable for the outcome — with the authority and limitations that come with rank. As a defense contractor, he managed large-scale operations supporting the same environment he had left in uniform, learning how the system looks from the other side of the contract. As Senior Technical Advisor to the 53rd Test and Evaluation Group, U.S. Air Force, he operates as a senior civilian advisor — close enough to see what is broken, free enough from the hierarchy to say so.
That combination — operational credibility, contractor perspective, and advisory independence — is what Dreyfus Consulting Group brings to every engagement.
